Access Government Services was founded by Michael B. Smith and Carolyn A. Smith, two retired Government Senior Executives with over 60 years of combined Federal Acquisition experience. Our customers include some of the fastest-growing government services companies in the Washington, DC Metropolitan area.
Michael “Mike” Smith is a retired Senior Executive from the Department of Homeland Security (DHS) and currently serves as the Founder/CEO of Access Government Services and Executive Vice President with GovConRx where he uses his vast federal acquisition experience in contracting, performance management, program management, and logistics to provide full-service acquisition consulting services. He is a highly sought-after speaker at Government and Industry Association events and is frequently quoted on topics associated with Government Acquisitions.
Carolyn A. Smith is a retired Government Senior Executives from the Department of Homeland Security with over 35 years of Federal Acquisition-related experience. Carolyn Smith retired as the Executive Director for Acquisition Policy and Legislation within the Office of the Chief Procurement Officer.
She was responsible for developing and maintaining a system of acquisition regulations that promoted an efficient, innovative, and responsive contracting process. She was also responsible for overseeing the rulemaking process and managing the implementation of congressionally mandated procurement regulations and partnering across civilian agencies to leverage existing regulations where available. Prior to this role, she served as the Director of Acquisition Policy in the Office of Procurement Operations (OPO) at DHS. There, she provided acquisition advisory support for the entire OPO acquisition workforce and served as the primary acquisition policy advisor for the OPO Head of the Contracting Activity.
